The emergence of nationalist trade unionism occurred at the beginning of the century, with the creation of Solidaridad de Obreros Vascos – Euzko Langilleen Alkartasuna (ELA-SOV), promoted by the PNV although with autonomy of action.
STV developed a less confrontational strategy than that of other important unions, such as the UGT and CNT, reaching a considerable number of members in the municipality, although lower than that of the other two predominant unions.
It had its headquarters in the Batzoki de los Fueros, and integrated into its ranks other formations such as the “Grouping of Basque employees of Baracaldo”.
